The Mountaineers also converted the 2-point conversion to complete a comeback from a 24-12 deficit.
Quinn ran for 189 yards and three touchdowns in the win. He also passed for 161 yards.
Bennett Gibson passed for 233 yards and two touchdowns to lead the Bulldogs. Hunter Thomsen ran for 113 yards on 24 carries. George Sherwood caught six passes for 90 yards.
Zach Janis and Tristan Clark picked off passes for Western, which fell to 1-2 overall and 1-1 in conference.
Eastern Oregon improved to 1-1 in conference and overall. The game was moved to Sunday because of poor air quality during the week in La Grande.
Western will play host to Southern Oregon next Saturday at Vigilante Field. The Mountaineers travel to the College of Idaho.
